Civil coalition protests deployment of ASN reserve units at Jakarta rally
MenPAN-RB says deployment authority rests with Kemhan, while a legal expert calls the move potentially unconstitutional.
Deployment of the Reserve Component drawn from aparatur sipil negara during security for a student demonstration in Jakarta on 12 June drew protests from a civil society coalition and criticism from legal experts. The crowd, including BEM UI, was briefly held in the Tosari area while heading to protest near Bundaran HI. The coalition pointed to a 11 June letter from the Ministry of Defense ordering about 500 Komcad ASN to attend an alert assembly on the day of the rally. MenPAN-RB Rini Widyantini said the training and deployment of Komcad are the responsibility of the Ministry of Defense, while her ministry is limited to civil service policy. STH Indonesia Jentera lecturer Bivitri Savitri said using Komcad to guard a protest blurs civil-military lines, could trigger horizontal conflict, and does not align with the division of duties between the TNI and Polri in the 1945 Constitution.
