Israel, Hamas remain split on who moves first in Gaza plan

A Trump-backed roadmap to end the Gaza war still faces a core obstacle: Israel and Hamas are demanding that the other side take the first major step. Hamas says Israel must first stop attacks, withdraw forces and expand aid under the ceasefire agreed last year in Sharm el-Sheikh, Egypt. Israel has not publicly endorsed the plan and insists there can be no pullback from the Yellow Line before what it calls Hamas' genuine disarmament. The proposal envisions Hamas and other armed groups placing weapons in storage under the National Committee for the Administration of Gaza as Israeli forces withdraw in phases. It does not call for the weapons to be handed to Israel or any non-Palestinian party.
