Yusril: Perpres 111/2025 cannot justify LGBTQ persecution

Government says rights remain protected under the 1945 Constitution and the new KUHP does not criminalize sexual orientation.

Coordinating Minister for Law, Human Rights, Immigration and Corrections Yusril Ihza Mahendra said Presidential Regulation No. 111 of 2025 on the 2025-2029 State Defense General Policy cannot be used to justify persecution, threats, violence, or discrimination against LGBTQ individuals. Yusril said their rights as human beings and citizens remain guaranteed by the 1945 Constitution. He also stressed the presidential regulation is not a specific LGBTQ regulation and that there is no plan by the government or DPR to draft a special law on sexual orientation. In his explanation, what is classified as a nonmilitary threat is the spread of ideas or propaganda that could affect national resilience, not the existence of individuals. Yusril added the new KUHP does not criminalize sexual orientation, but regulates criminal acts such as sexual violence, rape, and pornography.
