Xavier Becerra secured a place in California's November gubernatorial election after the AP projected the former U.S. health secretary and ex-state attorney general into the top two. The second spot remained unsettled as ballot counting continued, with an estimated 3.5 million votes still uncounted and mail ballots accepted up to seven days after Election Day if postmarked on time. Republican businessman Steve Hilton led billionaire Democrat Tom Steyer in the fight for the other runoff slot. The winner in November will replace term-limited Gov. Gavin Newsom and inherit a state facing a budget deficit, high living costs, homelessness and wildfire risk.
