The White House released a report Thursday alleging that more than 40 countries helped China bypass US tariffs by routing exports through countries facing lower American duties. It named Canada, India, Mexico, Japan and South Korea among the countries involved in what Washington described as transshipment. The report said the practice may have shifted between $30 billion and roughly $300 billion in goods and cost the United States jobs and tariff revenue. Beijing pushed back, with the Chinese embassy in Washington warning that trade wars have no winners and opposing measures that harm third parties. The findings add friction ahead of a planned September meeting in Washington between President Donald Trump and Chinese leader Xi Jinping.
