US widens curbs on tech investment in China, Russia and Iran

What's new: Treasury's draft would add biotech, supercomputing and hypersonics, with a $50,000 threshold and exemptions for many stock purchases.

The Treasury Department has proposed broader restrictions on U.S. investments in sensitive technology sectors in China, Russia, North Korea, Cuba and Iran, extending a program first set up under a 2023 executive order. The draft rule would cover artificial intelligence, semiconductors, quantum computing, supercomputing, biotechnology and hypersonic systems, aiming to limit capital that could support military-related capabilities in countries Washington labels as adversaries. Treasury said the proposal would apply only to investments above $50,000 and would exclude many financial holdings, including stock purchases. The department will take public comments before issuing a final rule.
