Trump had initially signaled he would visit the World Trade Center memorial site, but his interest in delivering remarks conflicted with long-standing rules barring politicians from speaking there. The National September 11 Memorial & Museum has kept the event nonpartisan since 2012. Vice President J.D. Vance is expected to represent the White House in New York. Trump is set to attend the Pentagon observance after a midterm political convention in Texas.
