President Donald Trump has sent a proposed U.S.-Saudi civil nuclear agreement to Congress, opening a review process for a 30-year pact that would let American companies export nuclear technology to the kingdom. The administration says the deal can take effect only if Saudi Arabia normalizes ties with Israel through the Abraham Accords, even though the congressional review has now begun. The agreement, reached in July, envisions AP1000 reactors in a project worth tens of billions of dollars for Westinghouse, Cameco and Brookfield Asset Management. Lawmakers have 90 session days to object. Critics, including some Democrats and nonproliferation advocates, argue the pact does not permanently bar uranium enrichment or nuclear waste reprocessing.
