Senate readies Russia sanctions vote as Zelensky visits Washington

The U.S. Senate is preparing to take up a Russia sanctions bill as Ukrainian President Volodymyr Zelensky visits Washington for the funeral of Sen. Lindsey Graham, the measure’s chief backer before his death this month. All 100 senators were invited to meet Zelensky on July 28, and President Donald Trump was also set to host him at the White House. The bipartisan bill aims to squeeze Russia’s war funding by targeting countries that buy Russian oil, gas and other exports. Lawmakers lowered a proposed tariff in the measure to 100% from an earlier blanket 500% in a bid to build support, though some in Congress have raised concerns about new powers it could give Trump.
