Senate opens vote on Russia-Iran sanctions bill tied to Ukraine war

The U.S. Senate is set to begin voting Tuesday on a sweeping bill aimed at increasing pressure on Russia over its war in Ukraine while also adding sanctions on Iran. The legislation, now titled the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, comes as Ukrainian President Volodymyr Zelenskiy visits the Capitol and Washington for the funeral of the late Senator Lindsey Graham, one of Kyiv's strongest allies in Congress. If enacted, the bill would authorize tariffs of as much as 100% on countries that keep buying large volumes of Russian oil and gas. The proposal has support from President Donald Trump, but some Democrats object that the tariff powers could also hit U.S. allies and raise import costs.
