Senate advances Russia-Iran sanctions bill after 91-6 vote
What’s next: The measure still needs additional Senate votes before going to the House, and it could authorize tariffs of up to 500%.
The Senate on Wednesday took a major procedural step toward passing a bipartisan sanctions package targeting Russia and Iran, advancing the measure in a 91-6 vote as Ukrainian President Volodymyr Zelenskyy visited Capitol Hill. The bill, renamed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, would impose primary and secondary sanctions on Russian officials, oligarchs, banks and the country’s so-called shadow fleet. It would also extend sanctions on Iran’s energy and weapons sectors through 2031. The legislation gives President Donald Trump authority to impose steep tariffs, including up to 500% on Russian imports and up to 100% on countries that buy Russian energy.
