Cibinong prison staff block Ombudsman inspection for 2 hours
The oversight team was unable to inspect facilities or speak directly with inmates to verify alleged rights violations.
The Ombudsman RI said staff at Lapas Kelas IIA Pondok Rajeg, Cibinong, West Java, blocked a surprise inspection by an oversight team on Thursday, 18 June 2026. The team, led by Siti Uswatun Hasanah, had already shown its assignment letter, the purpose of the visit and the legal basis for the inspection, but was told to wait for about two hours. After that, staff informed the team that it could not inspect prison facilities or hold direct talks with inmates. The Ombudsman said the action hindered oversight of public services and the fulfillment of human rights in the prison. The inspection was part of the Kerja Sama untuk Pencegahan Penyiksaan (KuPP). Under Law No. 37 of 2008, the Ombudsman has the authority to conduct unannounced reviews of public service institutions, including correctional facilities.
