Government delays separating MBG budget from education until 2028

The government has signaled it will not separate the Makan Bergizi Gratis budget from the education allocation before APBN 2028, in line with the transition deadline set by the Mahkamah Konstitusi. Finance Minister Purbaya Yudhi Sadewa said discussions on APBN 2027 are already in their final stage, making a structural change to the budget difficult now. In ruling 40/PUU-XXIV/2026, the MK said including MBG in the education budget contradicts the constitutional mandate. The court ordered the separation to be completed no later than APBN 2028, or two years after the ruling was read out. Several education advocates, including Jaringan Pemantau Pendidikan Indonesia and Perkumpulan Guru Madrasah Mandiri, have urged faster implementation so the mandatory 20 persen of APBN for education does not keep being reduced by the MBG program.
