Komnas HAM urges new presidential decree to aid rights victims

Komnas HAM is urging the government to immediately issue a presidential regulation as a new legal basis to continue the fulfillment and recovery of the rights of victims of serious human rights abuses and their heirs. Komnas HAM member Amiruddin Al Rahab made the proposal at a ministerial and agency coordination meeting held by LPSK on Tuesday, June 23, 2026, in Jakarta. He said Inpres Nomor 2 Tahun 2023 had served as the basis for the nonjudicial program, but its legal certainty was not strong enough to guarantee continuity. The program covers health services, education, population administration, and economic empowerment for victims of 12 serious human rights cases. Amiruddin also noted that the monitoring team formed under Keputusan Presiden Nomor 4 Tahun 2023 ended in December 2023 and has not been re-established.
