Kemenkeu prepares new cigarette excise layer, awaits DPR review
The proposal is complete, but the rate is still undisclosed and the June 2026 launch target has slipped again.
Kementerian Keuangan is preparing to add a new layer to the excise tariff structure for Cukai Hasil Tembakau, but the policy cannot yet be implemented because it is still awaiting formal discussion with DPR. Menteri Keuangan Purbaya Yudhi Sadewa said the draft regulation has been drawn up, but the size of the tariff cannot yet be made public. He said talks were delayed because the government and DPR were focused on APBN. The government had previously targeted the new scheme to take effect in June 2026, but by mid-August the rule had still not been issued. Purbaya said the move is part of efforts to curb the circulation of illegal cigarettes. In the same remarks, he also said the excise status of minuman berpemanis dalam kemasan remains unresolved and has not been included in the main APBN calculations.
