Kemendikdasmen proposes central control of PAUD to SMA in Sisdiknas bill

The proposal would also let the central government temporarily take over areas that fall short of minimum service standards.

The Ministry of Primary and Secondary Education proposed in the draft National Education System law that the central government be allowed to operate education units from PAUD through secondary level. The proposal was presented by Head of the Primary and Secondary Education Policy Agency Toni Toharudin in a hearing with Commission X of the House of Representatives in Jakarta on Tuesday, June 23, 2026. According to the ministry, the authority is not intended to take over the role of local governments, but to address national strategic needs and serve as a model that regions can follow. The examples cited include Sekolah Rakyat, Sekolah Garuda, sports academies, and integrated national schools. Kemendikdasmen is also pushing an asymmetric decentralization scheme, under which the central government could temporarily assume part or all of education management in regions that do not meet minimum service standards or whose quality lags behind.
