Judge clears Trump mail-ballot rule as 23 states sue USPS

What's next: The Postal Service can enforce new envelope, barcode and voter-list requirements before Nov. 3 unless courts block the finalized rule.

A federal judge in Boston on Wednesday lifted the last injunction blocking President Donald Trump's order tightening mail voting, allowing the U.S. Postal Service to move ahead with new ballot rules less than 10 weeks before the midterms. Hours earlier, 23 Democratic-led states, Washington, D.C., and Pennsylvania Gov. Josh Shapiro filed a fresh lawsuit challenging the finalized USPS rule. The policy requires states to use federally reviewed ballot envelopes with unique barcodes and provide lists of voters eligible to vote by mail. Judge Indira Talwani said she was forced to revisit her earlier order after the Supreme Court found a related challenge premature, not because the policy had been deemed lawful.
