Former Surabaya Zoo chief detained in Rp10.2 billion case
Investigators suspect operating funds were used for fictitious expenses, including inflated animal-feed costs, from 2016-2024.
East Java prosecutors named and detained former chief executive of Perusahaan Daerah Taman Satwa Kebun Binatang Surabaya, Choirul Anwar, as a suspect in an alleged corruption case involving financial management worth about Rp10.2 billion. The detention order runs for 20 days, from 21 July to 9 August 2026. Investigators said Choirul Anwar, who led the company from 2016-2024, misused corporate funds for unauthorized spending, fictitious expenses and personal interests. In the investigation, he is alleged to have ordered finance staff to disburse funds and then prepare accountability reports as if they were for operations. CNN Indonesia reported that one method involved inflating the animal-feed budget, with feed reduced while reports were made to match the original amount. In 2023-2024, some of the spending was also said to have been approved by finance director MN.
