DPR urges Asset Forfeiture Bill to prioritize victim compensation
New: Article 38 paragraph (3) is proposed to be strengthened so seized assets can go to victims first, not the state treasury.
Commission III of the DPR is urging the Asset Forfeiture Bill to prioritize returning losses to victims of financial crimes, including bogus investments, trading robots, failing cooperatives, and umrah fraud. Commission III chairman Habiburokhman and commission member Muhammad Rahul both called for Article 38 paragraph (3) to be strengthened so judges have a clear basis to direct criminal proceeds back to victims or other entitled parties, alongside the options of sending them to the state treasury or destroying them. They said the scheme is needed because many victims struggle to obtain restitution when assets are transferred, hidden, or seized for the state. Examples cited include Binomo, Quotex, DNA Pro, Fahrenheit, Net89, First Travel, and Hannien Tour.
