Civil coalition rejects draft revision of Human Rights Law, cites 7 clauses

The May 11, 2026 draft is seen as opening vague provisions, weakening protections for rights defenders and Komnas HAM independence.

The Civil Society Coalition rejected the government draft revision of Law No. 39/1999 on Human Rights, prepared through the Ministry of Human Rights. At a news conference at the YLBHI building in Central Jakarta on Thursday, June 25, 2026, the coalition said the drafting process lacked meaningful participation and the substance remained incomplete. YLBHI Advocacy and Network Division head Zainal Arifin said at least seven clauses in the May 11, 2026 public-review draft could restrict civil liberties on the grounds of national security, public order, public morals and the public interest. Kontras researcher Hans Giovany Yosua also said the draft narrows protection for human rights defenders and blurs Komnas HAM's investigative role, which could hinder settlement of past gross human rights abuses.
