China halts dual-use exports to 10 US firms, bars 46 from procurement

Why it matters: The retaliation widens the US-China trade and security clash to rare earths and third-country transfers.

China imposed export controls on 10 US companies and barred Chinese government procurement from 46 American firms on Monday, escalating its retaliation after Washington expanded a Pentagon blacklist of Chinese companies. Beijing said exporters must stop supplying dual-use items immediately to the 10 named entities, including MP Materials, USA Rare Earth, Oshkosh Defense and Aveox. It also prohibited organizations and individuals in any country or region from transferring China-origin dual-use goods to those firms. In a separate step, Chinese agencies can no longer buy products made by 46 US companies, including Lockheed Martin, Raytheon and units of General Dynamics. The measures took effect Monday.
