U.S. Capitol Police arrested a California man after officers found a full-scale guillotine standing in the bed of an illegally parked pickup truck near the U.S. Supreme Court and the Capitol. Police identified the suspect as 35-year-old Philan-Tam-Duy Le of Julian, California, and charged him with carrying a dangerous weapon after taking the guillotine into custody on Aug. 25. Authorities said it was not immediately clear whether the device was operational. Investigators are examining Le’s background to determine why he traveled to Washington. The case drew added attention because the truck was parked close to some of the most heavily secured federal buildings in the country.
