Bandung council tightens oversight of RSUD, inspectorate projects

The council flagged three main risks: legal, construction quality and delays that could drive up costs.

Bandung City DPRD is tightening oversight of the construction of the Bandung City RSUD Building and the Regional Inspectorate Building by mapping risks from the start of the projects. The discussion took place in a risk-mitigation FGD at Hotel Shakti Bandung on 23 Juli 2026. The council identified three main risk groups. First, administrative and legal issues, from planning, procurement, bidding and multi-year contracts, to avoid legal problems or audit findings. Second, technical and quality issues, including construction quality, specification compliance, the environment and safety standards. Third, the risk of delays that could lead to cost overruns. Deputy Speaker I of Bandung City DPRD Toni Wijaya asked that the FGD results be turned into a risk matrix, mitigation steps, role assignments and a mechanism for resolving obstacles. The Regional Inspectorate is expected to serve as an early warning system, while the Bandung City Health Office prepares a transition scenario so health services can continue to operate.
