Bamsoet: Indonesia still lacks lawyers for 288.3 million people
Only 69,813 lawyers were registered on e-Court at the end of 2025, underscoring Bappenas' view that legal services remain inadequate.
DPR member Bambang Soesatyo said Indonesia still needs more lawyers so public access to legal services can be more evenly distributed. At the inauguration of the third Aldwin Rahadian & Partners office in Jakarta on Saturday, he pointed to the low ratio of lawyers to the population, which reached about 288.3 million at the end of 2025. According to Bamsoet, only 69,813 lawyers were registered users of e-Court services. While that figure does not cover all practitioners, he said it shows legal assistance remains insufficient, especially outside major cities. He also cited Constitutional Court Decision Number 150/PUU-XXII/2024, which quoted a Bappenas study: ideally, one lawyer should serve around 1,150 justice seekers per year. For that reason, he said any increase in the number of lawyers must be matched by stronger quality, integrity and the ability to handle the digitization of the judiciary.
