Tito urges regional leaders to halt new contract hires

He said only 67 regions still spend under 30% of their APBD on payroll, leaving many local budgets tight.

Home Affairs Minister Tito Karnavian asked all regional leaders to stop recruiting new contract workers, saying the practice adds to local budget burdens. In a working meeting with Commission II of the DPR at the Parliament Complex in Senayan, Jakarta, on Monday (8/6), Tito said only 67 regions still allocate less than 30 percent of total APBD spending to payroll, consisting of 17 provinces, 48 regencies and two cities. He said regions need to restrain payroll growth so personnel spending does not keep expanding. Tito said the need for teachers and health workers remains relevant for public services, but many administrative contract workers are not competent and keep accumulating over time. That buildup, he said, then triggers demands for appointment as PPPK, which must ultimately be funded by APBD.
