Singapore proposes 1 car COE class with S$15,000 rebates, surcharges

Singapore's Land Transport Authority has proposed merging passenger-car COE Categories A and B and adding rebates or surcharges of up to S$15,000 based on a car's open market value. The plan aims to restore a clearer gap between mass-market and higher-end cars after premiums in the two categories converged, with Category A topping Category B three times in 2026. At the latest tender on Oct. 7, Category A closed at S$130,001 and Category B at S$130,100. LTA floated either a three-band or five-band system and opened a public consultation on Oct. 8. The review began in March and follows feedback from more than 200 members of the public, industry and academia.
