Singapore lifts leave floor for outsourced PWM workers to 10 days

Singapore will raise the minimum annual leave entitlement for outsourced workers under the Progressive Wage Model from seven days to 10 days, with the change phased in from 2029. The Ministry of Manpower said the higher floor will cover five PWM sectors: cleaning, security, landscape, lift and escalator, and waste management. It estimated about 60% of outsourced workers in those sectors will benefit. The ministry said many workers lose accumulated leave when service contracts change hands and they are rehired by a new provider, even if they stay in the same job and at the same worksite. The move, agreed with tripartite partners, is meant to better reflect continuous service while giving employers and service buyers time to price the added cost into contracts.
