The judicial review hearing on the 2026 APBN law at Mahkamah Konstitusi drew allegations that the Makan Bergizi Gratis program has disrupted teachers' welfare and instructional time. A witness for the petitioners, Iman Zaenatul Haeri of Perhimpunan Pendidikan dan Guru, said that after MBG began, some regions did not renew PPPK teacher contracts and cut other education spending.
Before the MK panel on Monday, 15 June 2026, he said at least 39 PPPK teachers in Tuban lost their jobs. He also cited reports of very low pay for part-time PPPK teachers, including Rp 300 ribu per month in Cianjur and Rp 50 ribu in Sumedang before BPJS deductions. According to Iman, a survey of 239 honorer teachers and part-time PPPK teachers found 92 respondents felt their workload increase and learning time shrink because MBG meal distribution, pickup and return of containers often took place during class.
