The Senate passed a bipartisan Russia sanctions bill Friday by an 86-11 vote, advancing legislation meant to squeeze Moscow's war finances and increase pressure over the invasion of Ukraine. The measure, championed by the late Sen. Lindsey Graham of South Carolina, would target senior Russian leaders and punish countries that keep buying Russian oil and natural gas. It would also extend sanctions on Iran. The bill now goes to the House, where Speaker Mike Johnson has signaled support but faces limited room for defections as some Democrats object to giving President Donald Trump new tariff powers. Before his death last month, Graham had worked with the White House and met Ukrainian President Volodymyr Zelenskyy to shore up support.
