NYC weighs new aid for grocers as Mamdani backs city-run stores

New York City officials are considering tax breaks, incentives and zoning relief for independent grocers while Mayor Zohran Mamdani pushes ahead with city-owned grocery stores. The municipal stores are expected to sell food about 30% below comparable retailers, with support including low- or no-cost real estate, city-funded buildouts and other subsidies. Critics argue that structure would shift the true cost of lower prices onto taxpayers and squeeze neighborhood businesses that already operate on thin margins. The New York City Economic Development Corporation, which is overseeing the rollout, disputes that view and says the stores could bring more foot traffic to nearby private grocers.
