NYC deal sets horse-carriage ban for 2028 after fatal crash

What's next: The City Council is set to vote Oct. 22, with enough sponsors listed to pass the 51-member chamber.

New York City leaders reached a deal to ban horse-drawn carriages starting June 1, 2028, after a fatal Central Park crash intensified a long-running fight over the industry. The legislation, backed by Mayor Zohran Mamdani and Council Speaker Julie Menin, is scheduled for a City Council vote on Oct. 22. The measure would require humane placement of the horses and bar their sale for slaughter or transfer to other carriage companies. It also orders the mayor's administration to produce a transition plan for drivers, owners and stable workers by April 1, 2027. The proposal follows the June death of 18-year-old Romanch Mahajan, after a carriage overturned in the park.
