MPR deems inclusive teachers lacking as only 15% of schools have GPK

The government plans to train 1,500 teachers in 25 provinces in 2026, but the national need is still far greater.

MPR RI Deputy Speaker Lestari Moerdijat said teacher competency must be strengthened more quickly so inclusive education can be delivered more evenly across Indonesia. She pointed to Kemendikdasmen data from September 2025 showing 363.921 students with disabilities, 199.375 of whom study in 60.910 inclusive education institutions. However, only about 15 percent of those schools have guru pembimbing khusus, or GPK. Lestari said the shortage of trained educators is a serious obstacle to equal education services. She backed the government's target to train 1.500 teachers in 25 provinces in 2026, but said the figure is still not enough. Directorate General of GTK data show there are now 2.663 prospective training participants and a possible additional 5.129 teachers through an equivalency scheme.
