Kosovo votes Sunday in a parliamentary election, its third in 18 months, after months of political paralysis left the country without a fully functioning government. Prime Minister Albin Kurti's Vetevendosje party is expected to finish first again, but analysts say it is still likely to need opposition support to secure the two-thirds majority required to choose a new president. Parliament was dissolved in April after parties failed to agree on a candidate for the largely ceremonial post. More than 900 candidates from 17 parties and three coalition groups are competing for 120 seats. The European Union has pressed Kosovo's leaders to build stable institutions and carry out reforms tied to its bid to join the bloc.
