Kemenhaj threatens to shut down umrah travel operators

A single violation could cost an operator its license, and fraud cases will be referred for criminal prosecution.

The Ministry of Hajj and Umrah has threatened to shut down umrah travel operators found to have abandoned pilgrims in Saudi Arabia. Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak said the ministry has received many reports of pilgrims being left behind in Jeddah and Makkah, including cases where return tickets were never purchased and the information given was misleading. At the Pengajian Akbar Jamaah Haji Indonesia in Medan on Friday, 31 July 2026, Dahnil asked the Directorate General for the Control of Hajj and Umrah Organizers to tighten oversight of all PPIU. He said a proven violation, even a first offense, could lead to revocation of the operator's license. Kemenhaj is also preparing criminal proceedings for fraud, including the sale of fake badal and dam services that were said to have caused losses of up to billions of rupiah to pilgrims.
