Kejagung detains 2 tax officials in PT TPL case, Rp2 trillion loss

Investigators allege PT Toba Pulp Lestari pulp exports were manipulated since 2008 through HS Code changes and underinvoicing.

The Attorney General's Office named and detained two tax officials, identified as BP and SR, as suspects in an alleged transfer pricing corruption case involving PT Toba Pulp Lestari (TPL). Both were detained for 20 days at the Salemba detention center, a branch of the Attorney General's Office. Jampidsus Investigation Director Saiful Bahri Siregar said the state loss was provisionally estimated at Rp2 trillion, pending an official audit calculation. Investigators are tracing the practice from 2008 to 2025. The alleged method involved underinvoicing pulp exports by reporting the goods as paper grade pulp or bleached hardwood kraft pulp, even though investigators said their characteristics, use and market price put them in the dissolving pulp category. The change in HS Code is said to have lowered the recorded value of the product and reduced taxes owed to the state. The Attorney General's Office also said sales to PT Asia Pacific Rayon and affiliated entities were affected by the accounting.
