Home affairs minister urges clean IPDN recruitment, 1,204 cadets ready

Tito said recruitment accounts for 60 percent of organizational success and noted many top graduates come from working-class families.

Home Affairs Minister Muhammad Tito Karnavian urged Institut Pemerintahan Dalam Negeri to keep recruitment clean and transparent ahead of the inauguration of 1,204 cadets this year. In a briefing for Praja Utama Angkatan XXXIII 2026 at the IPDN campus in Jatinangor, Sumedang, on Wednesday (22/7), Tito rejected pay-to-play practices in the selection of cadet candidates and warned that violations would be dealt with firmly. He said proper recruitment contributes 60 percent of an organization’s success, while flawed recruitment is a major factor in failure. Tito also checked the quality of graduates firsthand by calling in 10 top prospective graduates. He said many high-achieving cadets come from laborer families, lower-middle-class households and the children of low-ranking officers.
