France bars cold calls without consent, with fines up to €375,000

France on Tuesday began enforcing a nationwide ban on unsolicited telemarketing calls, blocking companies from pitching goods or services by phone unless a consumer gave prior consent or already has a contract with the business. Parliament adopted the law in 2025 after years of complaints that the Bloctel no-call registry failed to curb nuisance calls. Violators face fines of up to €75,000 for individuals and €375,000 for companies. Consumer group Que Choisir Ensemble welcomed the shift, while business groups warned it will add compliance costs because firms must collect and keep proof of consent. Moroccan officials also warned the change could threaten up to 50,000 jobs tied to French-facing call centers.
