DPR and government finalize draft of ride-hailing decree
The draft also covers parcel and food couriers, with fare rules split between Komdigi and Kemenhub.
DPR and the government finalized a draft presidential regulation on ride-hailing in a meeting at the Parliamentary Complex in Jakarta on Tuesday. The rule will no longer cover only online motorcycle taxis carrying passengers, but also parcel and food delivery services. Deputy Speaker of DPR Sufmi Dasco Ahmad said rates for goods and food deliveries will be set by the Ministry of Communication and Digital, while passenger transport rates will be handled by the Ministry of Transportation. Ride-hailing drivers will fall under the guidance of the Ministry of UMKM. Before the decree is issued, the government will still harmonize the draft with driver groups and app companies. According to Transportation Minister Dudy Purwagandhi, for passenger transport the app commission will be capped at 8 percent, so drivers receive at least 92 percent.
