Cuban dissident artist Luis Manuel Otero Alcántara arrived in the United States after completing a five-year prison sentence in Cuba and receiving humanitarian parole. Otero Alcántara, 38, co-founded the San Isidro Movement and was detained during the July 11, 2021, anti-government protests, the largest in Cuba in decades. Cuban courts convicted him of public disorder, contempt and desecration of national symbols. Supporters said he accepted exile as the only way to escape persecution and continue his art and activism. His case, along with that of imprisoned rapper Maykel Castillo, known as Osorbo, has been a recurring point of friction between Washington and Havana over Cuba's treatment of dissidents.
