BI expands 0% QRIS MDR, effective Oct. 1, 2026
The policy removes QRIS transaction fees for more merchants, while merchants still bear the cost and may not pass it on to consumers.
Bank Indonesia expanded its 0% Merchant Discount Rate, or MDR, policy for QRIS and set it to take effect on Oct. 1, 2026. The launch took place at the BI Complex in Jakarta on Monday, coinciding with the 81st anniversary of the Republic of Indonesia, alongside the rollout of the retail segment of Kartu Kredit Indonesia. Acting Governor Destry Damayanti said the move is aimed at supporting national economic growth and strengthening the competitiveness and resilience of the domestic economy amid global uncertainty. MDR QRIS is the service fee charged by payment service providers to merchants when they accept QRIS transactions. BI stressed that the fee remains entirely borne by merchants, depending on category and transaction value, and may not be passed on to consumers.
