ACLU asks judge to block Trump’s 2nd birthright citizenship order

The American Civil Liberties Union asked a federal judge in New Hampshire on Tuesday to block President Donald Trump’s second executive order aimed at limiting birthright citizenship. The filing argues the new order conflicts with the Supreme Court’s June ruling rejecting Trump’s first attempt to narrow automatic citizenship for children born in the United States. Trump’s latest order seeks to exclude children born to an “alien enemy,” a foreign government employee, parents who made a commercial transaction to obtain citizenship, or children born in a territory where citizenship is not conferred by statute. The ACLU, representing immigrant families, argued those categories are not recognized in the Constitution or federal citizenship law. The order is scheduled to take effect Sept. 6.
