Unila dissertation proposes new legal model for doctors, hospitals
The hybrid scheme is aimed at full-time specialist doctors at private hospitals, protecting labor rights without erasing medical autonomy.
A doctoral dissertation at the Faculty of Law, Universitas Lampung, proposes a new legal model for the employment relationship between doctors and hospitals. Iskandar Zulkarnain, an ad hoc judge in industrial relations disputes at the Banjarmasin District Court Class IA, said current labor and health rules are not adequate because doctors work within hospital systems but retain professional autonomy when making medical decisions. His research was limited to full-time specialist doctors who hold only one Surat Izin Praktik at one private hospital and are not civil servants. He offered a sui generis hybrid model that recognizes the employment relationship between doctors and hospitals while preserving professional independence and normative labor rights.
