The conflict has killed thousands of people and pushed global energy prices sharply higher. But the outcome remained uncertain: Iran’s foreign ministry spokesman Esmaeil Baqaei said Tehran had not yet reached a final conclusion on the agreement, even as the semi-official Fars news agency reported that Iran was likely to approve it.
