The Trump administration appealed a federal judge's decision that threw out President Donald Trump's $100,000 fee on H-1B visa applications. The Justice Department filed its notice three days after U.S. District Judge Leo Sorokin in Boston vacated the fee, finding Trump had exceeded his authority by imposing what amounted to a tax without congressional approval. Trump set the fee by proclamation in September as part of a push to tighten the H-1B program, which lets U.S. employers hire foreign workers in specialty occupations for as long as six years. Before that change, application fees generally ran from $2,000 to $5,000. Companies including Walmart had paused participation in the program after the fee took effect.
