Tito pushes retreats and PAD incentives to curb local graft

The Home Ministry says oversight alone is not enough, so local leaders are coached through retreats and proposed PAD-linked incentives.

Home Minister Muhammad Tito Karnavian is pushing two paths to curb corruption by regional heads: coaching through retreats and a proposal for operating cost incentives tied to increases in Pendapatan Asli Daerah. After a working meeting with Commission II of the DPR at the Parliamentary Complex in Senayan on Thursday (16/7), Tito said oversight alone is not sufficient because the system can still be bypassed through gratuities and other practices. He said the Home Ministry has prepared tools such as the Sistem Informasi Pemerintahan Daerah, APBD guidelines and regional financial oversight. The government also uses the MCSP prevention scheme with KPK and the Kejaksaan Agung. Even so, Tito said the personal integrity of regional heads remains decisive. He said the PAD-based incentive proposal still needs review and discussion with other ministries and the DPR.
