Spencer Pratt, who finished third in Los Angeles' mayoral contest, conceded the race and posted a video vowing to keep targeting the two candidates headed to the November runoff. Pratt said late-arriving mail ballots erased what had looked like a path into the top two earlier on election night. In the video, he attacked Mayor Karen Bass and Councilwoman Nithya Raman and claimed he has a recording involving one of them that could force her to resign if she wins.
