Singapore town council manager charged in S$220,000 bribery case

What's next: Four men are due back in court on Sept. 18 after prosecutors tied the alleged graft to contract bids at three town councils.

A senior project manager linked to three Singapore town councils was charged Friday with corruption and money laundering offenses over an alleged S$220,000 bribery scheme. Phua Gim Chuan, 63, worked for EM Services, the managing agent for Holland-Bukit Panjang, Sembawang and Sengkang town councils. Prosecutors allege that from March 2020 to January 2023 he took cash from directors of Paragon Engineering, Seah & Lim Construction, MCE Contract Services and J&M Construction to favor their contract proposals. Court papers also accuse him of directing his wife to deposit S$90,000 into her bank account and using about S$105,000 to pay for a Mercedes-Benz. Three company directors were also charged.
