Singapore will let approved cat fosterers keep up to six cats in three-room or larger HDB flats and up to 10 cats in private homes under a two-year pilot starting Aug. 3. The Animal and Veterinary Service said the cap includes both pet and foster cats in a household, replacing the usual two-cat limit in public flats for recognized fosterers. Applicants must show cat-care experience, sufficient time and financial resources, and no complaints or pet-related offenses at their address in the previous two years. All cats must be sterilized, with deadlines tied to age and intake date, unless medically exempt. AVS said it will waive licensing fees for foster cats during the pilot and review the scheme before it ends on July 31, 2028.
