Singapore expands mandatory neighbor mediation nationwide Sept. 1

Singapore will roll out mandatory mediation orders and a specialist dispute unit nationwide on Sept. 1 as it tightens its response to neighbor conflicts. The expanded framework lets public officers direct disputing neighbors to attend sessions at the Community Mediation Centre, with noncompliance punishable by fines of up to S$1,500. The Community Relations Unit, first tested in Tampines in April 2025, will also operate across public and private estates to investigate severe noise cases and hoarding, take statements and deploy noise sensors with consent. Authorities said 299 Community Disputes Resolution Tribunals claims were filed from April 2025 to July 2026, with 85% tied to noise.
