Singapore backs 5-band COE feebate in review of car quota system
What's next: LTA plans to finish the review by end-2026 and publish recommendations in the first half of 2027.
Most respondents in Singapore’s public consultation on overhauling the Certificate of Entitlement system supported merging the current Category A and B car pools and adding a rebate-surcharge structure based on a vehicle’s open market value. Transport Minister Jeffrey Siow told Parliament that a five-band “feebate” model drew the strongest backing because it would soften sharp price jumps between bands. Under the proposal, lower-value cars could get rebates of up to S$15,000, while higher-value models could face surcharges of up to S$15,000. The Land Transport Authority is still reviewing submissions and has not made a final decision. Siow also said private-hire cars will not get a separate COE category, while the treatment of taxis remains under review.
